I was confused about the braces coming off too but they could have plans for second set. It still seems early even with a second set though. My son had braces when he was 10? Just on his front teeth to start shifting his bite back. They were on for 9ish months and made a huge improvement but we knew when they came off he would need a full set when the rest of his adult teeth started coming in. He got his second set full tip and bottom about a year ago and has probably a year left according to his orthodontist.
It’s also possible rose isn’t taking care of her teeth with brushing/flossing. Some orthodontist will take braces off early in order to preserve the health of the teeth/gums when kids aren’t capable of taking care of them properly
