To me it looks like the bungee cord starts out over her rump but when Jen lands on the board and it shakes so much, the cord slips down to just over her legs. Which is just another reason she should not be doing something for the first fucking time with her senior dog, who she knows by her own admission, won’t even like it. It’s just cruel!

That big thud from Jen hoisting herself onto the board dislodged the bungee cord from Winnie. The camera shook too. I am sure Winnie did not appreciate the tension of a bungee cord across her back. So it may have been a relief for her.
At the point you have to bungee cord a dog to a transport vehicle, you know you have sunk to a new level of selfishness.
