My brother has a very painful foot bunion (no deformity, fortunately) and he's been told the same - wait until you can't take the pain anymore. BUT that is a reflection of the Ontario health care system where the surgery is paid for so nothing is preventative. When things are covered by the province we cannot choose to do it privately- we have to wait in line.
She has the choice!

If she’s kicked the bunion can down the road until she’s 50, what excuse will she use when she is 50? There is no way that thing doesn’t hurt, especially given the abuse she heaped on it.
